The airline was established in September 1995 by the Airline Employees Cooperative (36 Filipino nationals, mostly former Philippine Airlines employees). It started operations in April 1996 and its first routes were from Manila to the present-day towns of San Jose, Malay (serving Boracay), Virac, Daet, Tablas, and the cities of Cauayan and Masbate .
