The college came into existence in 1957 through an initiative of the Government of Orissa, in connection with the establishment of the state's new capital in Bhubaneswar in 1950 and the consequent need of quality man-power in the region. This institute is named after Buxi Jagabandhu Bidyadhar Bhramarabara Ray, the rebel extraordinary in the history of pre-independent India, specifically known for his pivotal role in the mutiny 'Paaika Bidroh', that happened in 1817 in Khurda, Orissa. [1]

Initially, the college was providing education up to Intermediate level with an intake capacity of only 64 students in Science and the same number in Humanities. It was upgraded to a full-fledged degree college in the year 1962. Commerce stream was introduced in 1976. It was enlisted under Section 2(f) of the UGC Act in the year 1972 and under 12 (b) in the same year. [1]

It was an affiliated college of Utkal University till the session 1998-99. It has been functioning as an autonomous institution following the grant of autonomy by the UGC in 1999. The College was placed in the A Grade in the Year 2004 by the National Assessment and Accreditation Council (NAAC), an autonomous body of the University Grants Commission, New Delhi. [1]

'Bayakaka', initially an informal body of rebels, was established in a room of science block on 10th September 1979. It was inspired by ideals of JaiPrakash Narayan who had earlier given the nod to go ahead and believed in ushering in an utopian state. It played a key role in solving Assam student agitation and had involved in talks with Kashmiri militants. The body deliberately kept away from political field. [1]

Over the years the college has grown in terms of its infrastructure, student enrolment and subject options. It has emerged as a premier multi-faculty co-educational institution of the state. [1]
