It was set up in 1961 along the same lines as the Indian Public School (IPS) system followed by the likes of The Doon School. It is one of the very first schools established in Rourkela and the very first to have English as the medium of instruction, which is also reflected in its name. Its official name is Ispat English Medium School, Sector-20 though it is also known as Ispat E.M. School. But it is famous by its nickname, Public School because of it founding roots. However, admission to it has never been open to the general public. It is open to children of parents working for SAIL, CISF, CRPF and other Central Government undertakings and REC. [1]
It is not a residential school. All students are day-scholars. The school is run by the Education department of the Steel Authority of India Limited or SAIL's Steel Plant at Rourkela and thus there is no lack in funding. [1]
